Windows 2000 SP4 causes lock on restart

I have encountered this problem on 5 Windows 2000 PC's now including an
AMD/SOYO motherboard running 2K server and 4 PC's from Gateway, HP and a
AMD/ASUS motherboard combo running 2K pro.

After installing 2000 SP4 (I think this is the culprit) when you attempt to
restart the computer, all the shutdown processes run, the screen goes blank
(except for the mouse pointer) and sits there forever. You must manually
cycle the power or press the hard reset button in order to restart.

I am a professional computer consultant and saw this on 4 PC's in one of my
clients offices after I upgraded to SP4 and installed some other patches
from Windows Update. None of these 4 PC's will restart unattended anymore.
Then to my shock and surprise, I upgraded my home/office server to SP4 and
got the same problem here at home.

Microsoft has been "looking into the problem" for about 2 weeks now and
their best recommendation is that I should upgrade to 2003 server. Is this
some stupid little problem I am not aware of and they are not catching, or
is this their way of forcing us to go out and fork over the $$$ for 2003
server?

Also, I have installed, running and currently up-to-date Symantec AntiVirus
both at home and at this client's office. I also downloaded and ran the
FixBlast.exe tool on all the computers just to be safe and they all came out
clean. So I don't think I have a virus problem.

Does the problem go away if you uninstall the service pack? It may worth a
try just to be sure it was indeed caused by the service pack.
I have not seen this particular problem you are describing but I have
installed SP4 on a variety of hardware, from notebooks to servers.
Also check all the drivers to see if some of them are too old. I would use
C:\WINNT\system32\sigverif.exe to verify if all the drivers are signed.
For any one that is not signed, check to see if you can get an updated
version (hopefully it is signed) that may be the cause of the problem.

I have exactly the same problem regarding the SP4 issue

The only way to fix was format the machine and install SP4 directly

Do you know what we can to to solve it
