Windows 2000 Server Permissions

Is there any way of assigning a user permissions to log on
to a DC in AD and install applications withou giving them
enterprise admin rights.
 
Well they would not have to be an enterprise admin, but at least a domain
admin who could then add themselves to the enterprise admins group in a
forest root domain. Anyone working with your domain controllers needs to be
trusted, trained, and competent. --- Steve
