Windows 2000 server does a DNS cache lookups refresh every 15 minutes

Windows 2000 server SP4 DC AD DNS integrated. In my DNS I have enabled the
Forwarders to let my clients the local and Internet resolution. The system
works correctly.

The server box has 2 NIC to be an Internet gateway. The second NIC is linked
to an ISDN router. I have a lot of unnecessary dialing out trafic; I put a
sniffer between the router and the server to check the nature of the trafic.
The packet out is directed to the IP of my DNS forwarders (port 53) and the
content of the packet is likely near to the cache lookups content of the DNS
server.
I have not killed these calls so far !. Nothing change event if I disable
the forwarders.

Any tips ?

Do you have to have DNS Server to establish a Active Directory in Windows 2000
