windows 2000 restarting

I have 2 servers with Windows 200 server that hang on the
restart. Basically it gets past the shutdown screens and
then the screen is black with a cursor. But I have to
actually shut down the computer to get it to come back
up. Any ideas?
 
Boot up in safe mode. Try shutting down now. If it works
than you may have a program that is running that windows
cannot shutdown properly.

If it doesnt shutdown, check for anything running that
doesnt need to run and turn it off. I have seen a wav
file hold up a shutdown because it was the wav that
sounded off during shutdown. I removed that wav and the
server has been shutting down since.
