I am trying to install Norton Antivirus 2004 but it refuses to install - it says, due to existing Legacy registry keys. I have gone into the registry and found the keys but they refuse to delete

Any idea on how to get rid of them?

Run regedt32.exe, then set the required permissions
before deleting the keys.

Are the "LEGACY_" registry keys you found under HKLM\System\CurrentControlSet\Enum\Root

Try going into Control Panel / Add/Remove Hardware, then Uninstall/Unplug a device, then Uninstall a device, then check "Show hidden devices"

Did your "legacy" devices show up? If so, delete them
