Windows 2000 not storing user profiles

Whenever a network user logs on to the domain, he must
reconfigure his outlook settings, and all of his favorites
for IE are gone. It appears that Windows is not saving
his profile (usually stored at C:\documents and
settings\username). What is causing this problem, and
what needs to be done to rectify the problem?

Is the user in a guests group either in the domain or
locally. Guests cannot save changes made to their
profile.
