Windows 200 Server Login Hanging

Last Night I loaded service Pack 4 on one of my servers Windows 2000 Server,
and after it installed it rebooted fine 1 time, well something hung so it was
easier to reboot again, well that time the boot came to the login screen let
me login but would not go past the login blue screen. Now I know all my
services loaded because everyone can get in to there files and programs. But
I can't get past the blue screen to do any more management or even change
anything. I tried remote desktop and it does the same thing. I restarted one
more time and it still does it. Do I have to restart multiple time or is
there a "safe mode way" to get into services or anything to fix this error?

How long did you wait? If there is a configuration problem it can take a very long time, I've seen 30 minutes.
Once on of course you want to dig around in the event logs to find out why before rebooting!

Also check this article:

It is also possible there is a problem with the Administrator's profile that is hanging the logon. If you can get
to the C$ share from another machine, rename that profile folder out of the way
(in \\server\c$\documents and settings) so that a new one is created at the next logon attempt.

You can also use computer management on another workstation, and connect it to the server. If that works
you can see the event logs on the server which will often give you a clue to the problem.
