Windows 200 install OK - XP still has hal.dll error

I installed Windows XP onto my primary (C) partition - OK. So why does XP
generate the hal.dll error when I try to install on C:?

You have Windows 2000 on C.
Are you trying to upgrade to XP on C?
Or are you trying to dual boot by installing XP to D?
 
Trying to re-install XP on C:
(XP on D: - D: has low disk space)
Installed 2000 on C: to see if that would generate an error - it installed
fine. So why was XP installation failing with an error?

I have left it on C for the moment.I've used Horen's Boot CD to re-size the partitions - looks like I'll have
to move every thing from C to D (documents and other saved files) so I can
repartition and format the C drive.
