The frames for all windows that display on the CRT are
curved inward toward the middle. Is this a monitor
hardware issue or is it a Windows 2000 issue?

It's a monitor issue. The monitor may have controls that let you adjust
that. If it doesn't have them or they don't fix the problem, the monitor
may be going bad. It's also possible that a bad power source or cable
or interference from another device may be the cause.
