Window advertisement

For the past week, a window opens up on my computer
stating that it is an EXCLUSIVE OFFER of Microsoft
Windows Explorer offering all kinds of services, from
male or female companion, to Viagra and software.

Is there any way that I can either prevent these windows
from appearing, or is there a hidden program which needs
to be deleted and in this case which one and where would
it be?
