Window 2000 professional extremely slow

It takes about 5 minutes or more for window to load from
the start up menu. i deleted cookies,diframentation,
deleted unused files to no avail. I suspect this may be
related to the unmanageable number of unwanted email i
recieved in my inbox. Should I reinstall window 2000
professional. I have a pentium 3 that performed poorly.
