Win2kPro networking/modem setup - lost database of countries

WIN2kPro - up to date patches etc.

Networking OK. Access through a router/switch fine to i/n etc
trying to set up a temp dial up connection for some testing but when trying
the D Up wizard, gets to phone number page and crashes each time on ''next''
trying to call DrWatson (which is disabled).
Going to Modem options, returns the page requiring location entry BUT drop
down box for ''location'' is empty and will not proceed further.
Can anyone please advise where/what format/etc this table is stored or
relevant registry keys? i have a daily registry backup but do not want to go
back months. If I can find where to look, can extract the relevant entries
or re-create them.

"Telephony service" was disabled - not the result expected from this and
surprised that it caused that issue.

One for the reference books!
