Win2k w/Office 2003 - Cannot use vCards

Recently upgraded this Win2k system to Office 2003 & installed all updates.

For the first time I thought I would create a vCard just to see what
happened. Well I can't.

The attach vCard option in the Signature edit dialog does not work. The
[Create vCard from contact] gets a 'cannot create vCard' error.

I even tried the "vCard for Outlook" plugin utility recommended in Office
Help. It does export all my contacts to VCF files, but I cannot view them.
When I try a get a series of errors dealing the MSOERT.DLL & WAB32.DLL and
the attempt fails.

Note the WAB32 error says it cannot be found, but it IS located in 4 places
including SYSTEM32.

In addition, Outlook Express also fails with the same errors, but the
Windows component install shows it installed using 0.0kb, tried reinstall, no
fix.

Also note, there's no *.WAB files on this PC. So what is Office 2003 using
for my contacts?
 
In Internet Explorer, go to Tools | Internet Options | Programs, and make sure Outlook, not OE, is set as the default program for contacts.

Also, in Outlook, run Help | Detect and Repair.

If problems persist after that, report back with your Outlook build number from the Help | About Microsoft Outlook dialog.
