System Policy Editor is the legacy way of doing this. In a domain
environment, Group Policies are the successor to System Policies. The local
gpedit.msc snapin is for administering a single machine.
You can do this by creating a computer startup script in Group Policy and
running batch file from it.
If you really want to use System Policy Editor (perhaps because you're still
using NT4 domain controllers), I think the best you can do is to assign a
file to start when a user (rather than the machine) logs in. There is a
section where you can do this, but I don't have poledit to hand to check
where it is. One thing to note, though, is that your users will need to be
power users or administrators in order for files in the Windows or Program
Files directories to be deleted.
