After I install my keyboard locks when the settings screen
appears. I have tried different keyboards having the same
problem at the same point. The HCL list shows my keyboard
as compatible. Any suggestions?

Try booting to a boot floppy and see if you can type while
in DOS, if this works then the keyboard.sys file maybe
corrupt ! If it do not work in DOS then its likely to be a
mobo/BIOS prob.
