Win2003 TS svr: Force users to use specific Desktop & Start Menu -- possible?

Using Win2000 Pro machines TSing (with Remote Desktop client) to Windows
2003 Server:

I'm trying to figure out how to make users that logon to TS get their own
roaming profile but be forced to use a specific desktop and start menu. They
have profiles that we want then to use but we need to restrict the desktop
and start menu for the time being.

Can we create a share with Start Menu and Desktop folders then "redirect"
these via GPO? I tried using folder redirection but that does not seem to
work.
