Win XP task manager only momentary?

The Task Manager in my Windows XP only shows up for about 1 second when I
hit
ALT+CONTROL+DEL.
I can't seem to make it stay on the screen, If I hit ALT+CONTROL+DEL more
than once it does not help but the task bar at the bottom of the screen
shows it running twice but I see nothing of the Task Manger on the screen
except for the initial 1 second showing. I have searched in the help menus
but found no help, anyone know what I can do to make it show up like it
should?

You may have a virus. Do msconfig and regedit exhibit the same
kind of behavior?
