Win XP Home restarts if command shell is invoked

I am running Win XP Home, and whenever I try to invoke the command prompt it restarts. It restarts in the following situations:
1. Typing "cmd" from Start menu -> Run
2. Programmatically invoking the command shell by "system" function calls

Surprisingly it does not restart if I double click on the command.com or any of its shortcuts!

Could anyone throw some light on what it the problem and its resolution? (I have not yet tried to change recovery setting ...)
