Win Xp ADSL networking (FOR GURU)

Hi folk

when I go to start -> connect to -> "My adsl provider" don't happened
nothing, no windows appeare.

If instead I start internet explorer 6, write new URL and press enter a
window that enable me to choose a networking appeare correctly.

What I must do for view a networking window by click on start -> connect to
-> "My adsl provider"
 
I'm a total newbie here but I notice that no one has answered this
so----------

Your DSL is always on, always connected whenever you start your computer.
But you have to start an internet browser (like Internet Explorer 6) to view
anything. You just have to, so don't try to browse from "start>connect to>"
On my computer I have a dial-up connection so "start>connect to> starts the
dialer and connects me to my ISP but I still have to start a browser to view
anything.
Your question is like asking "why can't I put my stockings on from the
closed end"
