will not boot into safe mode or normally

I get a blue stop screen when trying to boot either way. I came here to ask
a few days ago, was told to try using msconfig, when I did it threw it into a
locked up state, not booting at all. I was told to delete the "boot.ini"
file in a folder named "WINDOWS". I have found this file, I think. It is
named "boot.ini.backup". Is this the file I need to delete to cancel this
process and get my pc back to somewhat normal operation, booting at least?
 
sorry that my suggestion put you in this loop!!

You have put bad drive in another computer? You can read contents of drive?
what drive letter is it in different computer?

You should have a boot.ini file in the root directory of this drive.
root directory is base directory of drive. ie "D:\" or "E:\"
it is a hidden file.
you have to change "view-folder options" in my computer/explorer to show
hidden "and" system files to see it.

DBL click on it. copy and paste contents into your response.

I was messing with it lastnight trying to edit, but it will not accept any
changes. I tried changing the folder from read only, but it just keeps
changing back. If I knew how to successfully edit this I think I would win
this battle.
To get this far I restored an older hard drive with disks from the mfg, then
put the old C in as a slave, now F. I also have downloaded from MS the XP
SP2 boot disk creator application that creates the 6 floppy boot disks. If I
were to copy the contents of the floppys to a cd would that work too? I have
only 5 good floppys (very aggrivating), that is the reason for this question.
Also what do these floppys do? I have already created a cd as stated above
in the question and I will try that and see how much more I can do.

here was my reponse.
you changed the 'read only' property of the f:\boot.ini file.
when you close the file, does it ask you if you want to save changes?
you say yes? then if you reopen and look at file it hasn't saved changes?

or you say save changes and then close file. when you reopen, changes have
not been saved.

no error messages saying changes can't be saved?

I take it that you know what changes need to be made?
delete the entire safeboot entry ( /safeboot:minimal)

I try to save, either by closing and saving or saving then closing, I get a
dialog box with this: "Cannot create the F:\boot.ini file. Make sure that
the path and file name are correct." Then I click ok and it opens a 'save as'
window, I click save (making no changes to the name) and I get this dialog
box: "boot.ini This file already exists with read only attributes. Please
use a different file name."

If I could get it to stay when I uncheck the read only box it would work,
but it will not. How can I get this to work?

I GOT IT!!!!!!!!!!!!
I forgot to uncheck the "hide protected operating system files" option in
folder options. Doing that allowed me to edit as needed and fixed it!
Now that I have resurected the dead (with your help of course) I am going to
get to work on the original problem. Have you read all the posts from David
Candy about that issue? If not type my screen name into the search box to
get to them easy. Let me know if anything has been missed or if you can
think of anything else. If I need anymore help on it I will come back to
this posting. Thanks, again, for all the help.

so you weren't editing the original boot.ini file but trying to create a new
one, it appears.

I was trying to save the edited boot.ini, but since the system files were
hidden I couldn't change the file properties. I was actually trying to
change the properties of a folder I thought contained the boot.ini. I got it
figured out anyway. No worries, I look at as a learning experience. I am
always looking for those.
