Is the file that you're opening in Notepad a plain text file? Going by what
you've posted here, it's not plain text and is some other kind of file. To
view a file's contents as intended, you need to open the file with a
program capable of reading the file format used to create it.

Example: a PDF file needs to be opened with a program capable of reading
PDF files. Adobe offers a free reader program just for that purpose.

Open a text file and you see text, open a coded high level
file and you see the text with all the coding shown as text.

The "JFIF" in the header indicates that this is a picture, not a text file.

If it is a text file, I would suggest it's corrupted. It's extension
certainly says it is an image and the display would seem to agree.

Notepad can only read text files. Any other format - Word, Excel for
instance has to be copied and pasted into Notepad and is then displayed as
text with all the formatting removed. You cannot just open them.
