why "..." would interpret as "?"

ALL...

Currently, it is interpreting it as

ALL?

Have a look at Tools, Options, Spelling, AutoCorrect Options.

You can check your auto correct settings. Tools -> Options -> Spelling ->
Auto Correct

It seems when Excel encounters "..." it 'auto-corrects' it with the elipsis
character (#133 in the ANSI character table. See ->
http://www.handheld-basic.com/documentation/text/page_599.html). Perhaps the
font that you have selected does not support the display of that character.

To change the Auto Correct options, go to Tools->AutoCorrect Options.
