Why would format cells not want to open when cells are highlighted

I was working with a large multi sheet workbook and once I got the
information entered, I tried to match the formatting to the rest of the
sheets that had been created by someone else.

When I click on Format and then Cells, nothing happens when I had the entire
range highlighted. In order to get it to work, I had to highlight small
sections of it at a time, trying each till the selection opened and allowed
me to make the formatting changes.

This machine is on a LAN at work and there are others in my department
experiencing problems, but they seem to be unrelated.

Any suggestions??

It may depende on how the sheet was created. Sheets created in Crystal
Reports are very difficult to format, or format incorrectly when you click
the icons on the toolbar, remembering the settings from either their
programing or the person who wrote wrote the export. Sometimes they react to
changing with the format dropdown. sometimes I have to copy and paste to a
new sheet.
