Why won't Outlook 2003 start?

I have been using Outlook 2003 without problems until 2 weeks ago when it
would not start; wouldn't start in safe mode, detect and repair didn't work;
I have reloaded Office 2003 and still no go. The error message is "Business
Contact Manager has encountered a problem and needs to close. We are sorry
for the inconvenience." and the technical report says -

Event type: bcm P1: mapi P2 : typeinitilizationexception; etc.

My Inbox.pst file is about 800MB. Is that the problem? If so what can I do
about it?
 
That worked - I can now open Outlook but I can't send messages. My ISP says
that all my settings are correct but I get messages of the sort "
Task 'pop.eastlink.ca - Sending' reported error (0x80042109) : 'Outlook is
unable to connect to your outgoing (SMTP) e-mail server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).' " I have tried uninstalling MS Office and reloading from
CD, reboorting after the uninstall and install. I have tried using Outlook
Express and I have tried using Thunderbird. All generate a similar error
message.

I can send e-mail from my gmail account and from webmail access to my
Eastlink account and work account.

Help - this really has me stumped.

Then your problem could be a networking problem and has nothing to do with
Outlook. Did you explain this to the ISP? Can you open a command prompt
window and telnet to port 25 of the POP server?
