Why wont my task manager appear?

About two days ago i went to go end task a program in my
task manager and it popped up and in a flash wen away
again. Also sometimes when i shutdown I see weird
programs like URL tracker and have to end them. Could this
mean another virus? If so anyone know of any good virus
scan freeware?

w32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
in the above link.
