Why Outlook 2007 process is not always closed, if Outlook is close

Sometimes I have to close Outlook-Process manually after closing Outlook,
cause the process remains. I this process is not closed, Outlook won't start
again
 
If you wait for a bit, does Outlook eventually exit. Sometimes I have to
wait 2-3 minutes.
