Why not a Infrastructure master role on a GC server?

Why we says that Infrastructure master roles must not to be on a GC server.
or
It should not be located on a GC unless all DCs are also performing the GC function.
 
The IM monitors and updates phantoms (cross domain references, i.e. group
members in different domains). It does this by periodically querying a GC.
If the IM is a GC, phantoms are not updated because a GC knows of all
objects in the domain (through it's partial replica).

Therefore, the IM is only needed if the following two conditions are true:
-- There are multiple domains; and
-- There are non-GC domain controllers
