why must outlook be closed before shutting down

Before shutting down, I am told that all Microsoft programs must be closed.
Does this apply only to Outlook?
Can this message be avoided?
 
Outlook should be closed first because personal folder (*.pst) files are
like databases. PST files need to be properly closed unless you don't mind
possible corruption.

Close ALL applications (that write to a file) before shutting down. You
are *hoping* that the shutdown provides ample time to notify the
application to close its files and then unload.
