Why is Vista saying I don't have permission to save a file?

I was working on a 45 hour project and I had to update a cascading style
sheet and as I go to save my last few updates, Vista tells me I don't have
permission to edit this file so I click cancel and reboot to see if it fixes
it...I log back in and the file vanished. Where is the file and why is it
repeatedly telling me that I don't have permission to edit my own files and I
AM the administrator of the computer.

I have been constantly fighting similar problems also as an administrator.
( you do not have permission to do this and to do that bullshit)This has
reached the point that I finally ditched Vista and re-install my trusted
(and well performing) Win XP prof. Good thing that I was able to use Acronis
True Imaage. My purchase of Vista Business has been a total waste of money
and believe me going back to XP was the best decission I have made recently.

maybe you muste disabilitate uac.

It has to do with the UAC (User Account Control), basically your applications
don't have the permissions you do. Right click on the file and choose "Run as
Administrator".

Since the file wasnt saved and you rebooted it is probably gone.
