Why is there such a delay when i connect to the internet?

I have a DSL connection to the internet and whenever i connect there is a
delay before any programs start. Scenario: 1. Connect to internet. 2. Start
outlook express. 3. Wait (this could be a few minutes and anything upto 10
mins before anything happens). If anyone else has this problem and have
managed to find a solution, please reply.
P.S. The pc doesn't freeze you can tell somethings happening because you
see the eggtimer as you would expect but then the wait!!! Fed Up.
 
Is it 'any' program or just Outlook Express? If O/E only, try
Tools/Options - General tab - uncheck the box for Send and Receive at
startup.

It seems to be any program. I can go and open any program incl; IE,
Freecell,Task Manager(Ctrl+Alt+Del) etc and i still have to wait and then
they all open at once.
I'll try the O/E thing and see if it helps. Cheers
