why is text omitted when forwarding / replying to email

When I forward or reply to emails the original text isn't always included,
how do I include it?
 
There are options settings for that here: Tools menu > Options > Email. See
how they're set
 
I have a user who is having the same problem as Rob - and the email options
are set to include the original text in the reply. The email he is replying
to is in HTML format (but other emails in HTML reply and forward correctly).

Since this only happens on *some* emails, is there an issue between Outlook
and other email programs?

Any particular reason why you decided to change the subject of the thread?
