Why is text not indexed?

I have a large number of scanned documents saved in TIF format. These files
are OCR-ed and in Windows XP with Windows Desktop Search 2.6 the text in
them was correctly indexed. Not so any more. Anyone knows why?

How was the text stored? Embedded within the TIF? I wasn't aware TIFs
could do that, although it's entirely possible I'm wrong on that...

I've only seen that done with PDFs, which does seem to work (in which
case the image is overlayed over the PDF's text)
