I have found the folder for Quick Launch in C:\Documents and
Settings\KennethCavanaugh\Application Data\Microsoft\Internet Explorer. Why
not store it in Windows. What will happen if I change the locaton.

Because that's where Windows places it, and where it expects to find it.
