Why is Paste Special greyed out (can't use)?

Befuddled Paster

For some reason I cannot use the Paste Special option anymore so it
automatically pastes everything with whatever formatting I don't want. Does
anyone know how I can get this paste special functionality back?
 
The version is Outlook 2003 SP3 (11.8206.8202). The option is always there
but always greyed out.
 
It could be that your document is locked, if you unlock it, you should be
able to use the paste special.
