Why is my home page display different from index.htm

I have recently republished my website at 1rei.com and when the initial home
page displays, the left buttons do not appear. However if I click on the
Home button it shows index.htm with the buttons visible. Please advise.

You need to check to be sure that your home page is named exactly as required by your web host.

and
http://1rei.com/index.htm

Open http://1rei.com/index.htm
and save.as
http://1rei.com/index.html

Now they will work.

Better yet, rename the local copy of index.htm to index.html and let FrontPage update the links, and
then publish.
