why is hanging tab dropping a line?

when I put in a hanging tab and the text reached the end of the line and
wraps the line then drops so it is not level

a "hanging" paragraph setting only applies to the first line of a
paragraph. You need to apply a left indent if want the whole paragraph
to align further in that it normally would.
