Why is Excel inserting a decimal when the cell format is general?

My Excel seems to have a glitch. When I set the cell formatiing to general,
Excel insists in placing a decimal point in the figure. 2005 becomes 20.05.

This is true for new documents as well as historic documents in any added
cells. I have recently upgraded to Office 2003. I did not take note if this
began prior to that upgrade or not.
