Why is attachment open read-only

When I open an attachment from email it is always Read-only. Another user at
my company opens his attachments and they are writeable.

We both have Outlook 2003 SP1.

What controls this preference/setting?
 
Open the message first, then open the attachment if you want a writeable
copy to work with.
