Why I'm not able to delete/replace C:\windows\system32\snmpapi.dll?

Hi,

I've a brand new installation of XP-Professional
version 2002.

I have to test an home made client software than run
on NT4 SP6 and Win2000 (but without Microsoft service pack
260910 or 328310).

On XP, I got this error message:
"The procedure entry point SnmpSvcReleaseMessage could
not be located in the dynamic link library snmpapi.dll"

This dll is in C:\Windows\system32.

I would like to try with other version of this dll in
particular the version running on Win2000.
The problem is that I'm not able to replace the file on
XP. When I delte it, it appears again and again.
Impossible to replace it. I'm adminstrator of the machine
with full control on the file.
Why XP doesn't let me doing what I want to do?
Is there something to set somewhere to really have full
control of the file?

Thanks for information.

But I am not a virus. I would like to change this file
to see if it can solve my problem.
Is there no way to tell XP I'm a nice guy and not a virus?
A computer should obey its master, I wanted to say its
Administrator! :)
