Why I can't open Outloog 2003 after I exit from it?

After I exit the Outlook, I try to open it and nothing happens. I try again
and nothing. When I go to the Task Manager to see the processess that are
running, I see that the Outlook process is running in the number of times I
try to open, plus the one before, when it was open. After I stop all Outlook
processess, I can open the Outlook.
But then, I get an error that the Outlook didn't close correctly the last
time and has to open in safe mode.
I noticed that this problem only happens when I close the Oultook with a
message on Ougoing folder. The Outlook process still remains on task manager.

You have some application keeping Outlook open. See if this helps:
