why has OE blocked access to email attchments

i have an attchment with an e-mail, outlook express has denied access to it
saying its unsafe this is not true and i can not read it. why and how do i
change settings so i can
 
Tools-> Options-> tab Security-> option Do not allow...

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
