Why doesn't Outlook do anything when I click send

I am trying to send a page by email from the web or to send a file by email
from my computer and in both cases it creates the message and lets me address
it but does not do ANYTHING when I click send. If I have Outlook open, and
create a new message and send it, that is sent and received normally. This
phenomena first occurred today - yesterday, files and web pages and links
sent just fine. Any ideas?

Outlook must be opened to send an email. In your case the mail should be
sent if you open Outlook. The mails that you have created should appear
in your outbox and should be sent when you click the send/receive button
or during the next automatic sending/receiving intervall.
