Why does this happen?

I am running XP sp1 with all the latest updates. Something that bothers me
is when I right click my computer and select explore, the cd has to spin up
before I can access information on the C drive. Is there a way to stop this
or is it "necessary"?

I have one particular cd that I use almost constantly. Is there no way to
stop the spin up while leaving it in?
