Why does one of my rules in Outlook change from server to client

This relates to Outlook 2000. We have a generic email address accessed by
about 10 people. There are 21 rules acting on this, 20 of which work fine.
The 21st deals with all unsolicited email as people are only meant to be able
to email us via an online enquiry system or by completing online request
forms. The 21st rule looks at every other email coming in and unless it is
from a list of accepted address or contains the code word which identifies
mail from the online enquiry system it deletes the message and sends a reply
telling the sender it will not be read and to use the proper channels. The
option to send the message is "have server reply using a specific message".
Intermittently, anywhere between 2 hours and a week, this will suddenly
change to a client based rule rather than a server based rule and the "have
server reply using a specific message" part changes to "reply using a
specific template". The message we send in reply will have been changed to a
template in my H space or the H space of whoever last recreated the rule
meaning that unless that person is logged into their pc it will stop working.

Correct me if I'm wrong (as I can't verify this at the moment) but IIRC
"have the server reply using a specific message" only exists as a rule in
Outlook 2002 and 2003.

When rules which are specific for a version of Outlook are accessed by a
client client with a lower version of Outlook the rule will either break or
be disabled.
