No, that is incorrect. The only time that will help is if the system loses
time while it is shut down or when rebooted (where the system picks up the
time from the CMOS clock), otherwise the CMOS battery has no effect
whatsoever on the system time.
Loss of time on the system clock while the system is running is nearly
always the fault of software installed and running on the system. Frequently
it is caused by updates to your antivirus software, so this is the first
thing I would recommend you check. Many major AV makers, notably Norton's,
have fixes on their download sites for these issues.
