Why does help button require min/max = false

Can anyone explain why getting the Help Button to show in a form Requires that the Minimize and Maximize both = false? Requesting help doesn't seem to exclude the ability to min/max, so why force this

Instead of a help button, in this case a menu item "Help" -> "What's
This..." should be provided.

Sure, I realize that one could do that, but I'm still curious why .Net makes the Help Button and Min/Max mutually exclusive. Any ideas

It's not .NET, it's actually a "limitation" (or in other words: "by
design") in Windows GUIs.
