Why does dragging email to task only copy email header?

I conducted an in-house training on usage of Tasks today and we all have
Outlook 2003. When some staff drag email messages to a Task (or the
Calendar), it only displays the email header info and not the text of the
email. When I do this, it copies all info over. Anyone know why this
happens.
 
No I don't know why but would guess that their default format could be a
reason. I have never seen it only take the subject field.

I always teach to drag with the Right mouse button as they can then MOVE
rather than copy - so they get virtual paper flow rather than MORE copies of
stuff to deal with.
