Why does CD-ROM disk continues to spin at high speed?

After I press the eject button on my Samsung DVD-ROM drive (SD-612 V0.5),
the disk continues to spin at high speed for a second or two after the tray
is fully extended. I am afraid this spinning motion may cause the disk to
fly right out of the tray and injure someone seriuosly.

Can anyone explain what causes this, and how I can correct it
