Why do the general and number cell formats not work correctly?

In my new Excel 2003, the "general" cell format erroneously inserts a decimal
and a zero in front of the typed whole number. And the "number" cell format
(with zero decimal places checked) erroneously substitutes a single zero for
whatever whole number was typed. This happens every time. My old Excel
version worked perfectly in these two cases. What am I missing?
 
Hi Frank, go to your Tools > Options > Edit tab and
uncheck "Fixed Decimal Places" that should fix you up.
