why do rules only work when outlook first started, not after?

When i open outlook, my rules will run, but that is the only time. they will
not run any other time unless outlook shutdown and then restarted

I'd save out my rules, restart Outlook with the /cleanrules switch to wipe
out all the rules, create a single rule to verify it works and, if it does,
reimport the rules, see if it fixes it and, if it doesn't, redo the /cleanrules
and rebuilt all the rules.

First of all let me say thank you for your time.
I restarted uning the /cleanrules switch. i put a rule in using the "create
rule from" and then waited for it to run. It did not run. I then did the
/cleanrule and built the rule from scratch and it did not work either. But
both times if i shut down windows the rule would run during initial open of
outlook but not with any subsequent messages that came in.

Try creating a new profile, create a rule in that profile and see if it works
then.
